HOUSE CONCURRENT RESOLUTION NO. 500

Requesting the Joint Committee on Government and Finance to appoint a joint subcommittee from the members of the standing finance committees of each house to undertake a study of state agencies in order to set priorities for the Legislature in determining whether certain state agencies should be eliminated to meet the goal of reducing the size of state government and to set priorities for reducing appropriations to spending units.

Whereas, The number, size and mission of state agencies have proliferated and some have by far outdistanced their ability to provide reasonable, necessary and efficient services to the people of this State; and

Whereas, An entrenched bureaucracy has developed in some state agencies and may be devoted to preserving the status quo; and
Whereas, The expansion of many state agencies was never foreseen or anticipated when these agencies were established; and
Whereas, The Legislature should consider the cost-benefit ratio of the continuing existence of certain agencies to determine if services can be delivered less expensively; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby requested to appoint a joint subcommittee from the members of the standing finance committees of each house to undertake a study of state agencies in order to set priorities for the Legislature in determining whether certain state agencies should be eliminated to meet the goal of reducing the size of state government and to set priorities for reducing appropriations to spending units; and, be it
Further Resolved, That the said Joint Committee on Government and Finance report to the regular session of the Legislature, 1995, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
